TAHAP KECEKAPAN SEKOLAH MENENGAH DI MALAYSIA BERDASARKAN KAEDAH DATA ENVELOPMENT ANALYSIS

Abstract


Peningkatan perbelanjaan sekolah menengah telah menyumbang kepada peningkatan peruntukan keseluruhan sektor pendidikan pada setiap tahun di Malaysia dan perkara ini membimbangkan pelbagai pihak termasuk kerajaan dan ibu bapa. Pelaburan ini dikatakan tidak menghasilkan pencapaian akademik sekolah menengah yang boleh dibanggakan sama ada peringkat kebangsaan mahupun antarabangsa. Justeru itu kajian terhadap kecekapan penggunaan peruntukan yang besar ini penting bagi memastikan peruntukan ini dibelanjakan dengan cekap. Kecekapan teknik sekolah menengah diukur bagi memastikan dengan input sedia ada, pencapaian akademik yang maksimum dapat dicapai. Kaedah Data Envelopment Analysis (DEA) telah digunakan bagi mengukur tahap kecekapan berdasarkan satu output dan dua input sekolah berkenaan bagi tahun 2010-2014. Hasil kajian mendapati sekolah menengah negeri terpilih di Malaysia adalah tidak cekap. Kebanyakan sekolah mempunyai tahap kecekapan 0.7-0.79. Kecekapan teknik sekolah menengah kawasan luar bandar dan di negeri negeri kurang maju menunjukkan kecekapan teknik yang lebih baik dari sekolah menengah di bandar dan di negeri maju. Selain itu kajian ini juga menunjukkan kebanyakan sekolah beroperasi dalam keadaan pulangan berkurangan mengikut skala. Kecekapan teknik boleh dicapai dengan memasikan peruntukan dibelanjakan dengan baik dan pemantauan berkesan terhadap agihan peruntukan ke sekolah-sekolah terutama ke sekolah yang mempunyai pencapaian minimum. Membina lebih banyak sekolah baru atau menambahbaik sekolah usang akan membantu meningkat tahap penyampaian guru di dalam kelas.
